OSPO Alliance Announces the OSS Good Governance Handbook

The OSPO Alliance today announced the publication of the first version of the Open Source Good Governance Handbook. Collaboratively developed in the framework of the OW2 Open Source Good Governance initiative, the handbook introduces a methodology to implement professional management of open source software in an organisation. It addresses the need to use open source software properly and fairly, safeguarding organisations from technical, legal and IP threats, and maximising for them the advantages of open source.

This methodology goes beyond compliance and liability. It is about building awareness in communities of end-users (open software developers themselves) and systems integrators, and developing mutually beneficial relationships within the FOSS ecosystem.

The Good Governance Handbook provides a comprehensive methodology based on a few key concepts. From a generic perspective, the approach is structured along five Goals (Usage, Trust, Culture, Engagement and Strategy), each supported by five Canonical Activities described in the handbook. At execution stage, the methodology requires adapting the Canonical Activities to the specific condition of each organisation by transferring them into Customized Activity Scorecards which, put together, constitute a roadmap for setting up and running an Open Source Program Office (OSPO) and a management system to monitor progress.

The OSS Good Governance Handbook is the first major publication of the OSPO Alliance to help companies and public institutions implement an Open Source Program Office (OSPO).  The OSPO Alliance provides an organisation-neutral venue for contributors to share resources, experience and skills. Supporters can opt to contribute in several ways: at the new OSPO.Zone website, contribute directly to the next steps of the Good Governance Initiative methodology, and share their experiences (both successes and failures!) as case studies or with more informal short interviews. 

“This publication is the result of nearly two years of collaborative work with OW2 members and OSS practitioners. We are now moving to the implementation and customization phase with some key adopters of the methodology. We are excited to publish this effort with the OSPO Alliance,” said Cédric Thomas, CEO of OW2.

A l’occasion de la conférence Open Source Experience, la communauté OW2 est fière de présenter sa méthode “Market Readiness Levels” (MRL), déjà implémentée au sein de la base de code OW2 et mise à disposition de l’ensemble de la communauté open source. 

Paris, France, le 8 novembre 2021 –  OW2, la communauté internationale des logiciels open source pour les systèmes d’information révèle sa méthodologie MRL “Market Readiness Levels”. L’évaluation des projets open source est un challenge permanent qu’OW2 a relevé avec succès en définissant un indicateur composite unique. La méthode a déjà été appliquée à la base de code OW2 et est mise à disposition de l’ensemble de la communauté open source.

L’objectif des MRL est de faciliter l’adoption des logiciels open source par les décideurs traditionnels, c’est-à-dire ceux qui ne sont pas nécessairement familiers avec l’open source. Pour ces nouveaux utilisateurs formés aux pratiques commerciales des vendeurs de logiciels propriétaires l’open source reste un modèle contre-intuitif dont les spécificités techniques, juridiques et communautaires sont source d’incertitudes peu propices à des décisions positives.  Avec MRL les décideurs disposent d’un index qui positionne les projets open source en fonction de critères de décision “business” auxquels ils sont habitués. L’open source va à leur rencontre. 

MRL est à la fois un outil d’aide à la décision pour les développeurs, architectes et décideurs IT, et un instrument d’auto-évaluation pour les responsables de projets. MRL permet à ces derniers d’identifer les axes d’amélioration qui accroitront le potentiel d’adoption du projet par le marché.  A un niveau plus général, MRL a pour ambition de contribuer à la professionnalisation et à l’industrialisation du secteur du logiciel open source. La méthode vise à rendre les projets plus « consommables » par le marché, et améliore en parallèle le niveau de confiance des utilisateurs.
Les détails de la méthodologie, ses trois niveaux d’analyse et la centaine de critères pris en compte seront présentés à Open Source Experience (OSXP) lors d’une session dédiée. Cinq projets de la base de code OW2 évalués par la méthode prendront ensuite la parole (XWiki, LemonLDAP, BlueMind, Lutece, et OCS Inventory). Ces retours d’expériences et témoignages permettront d’illustrer les bénéfices de MRL pour les producteurs de technologies open source. MRL est accessible bien évidemment en open source et librement applicable à d’autres bases de code.

OW2  introduces the « Market Readiness Levels », a method for evaluating the business potential of open source projects.

At Open Source Experience, the OW2 Community is proud to present MRL, a method already implemented within the OW2 code base et made available now to the entire open source community. 

Paris, France, Novembre 8, 2021 –  OW2, the community promoting open source software for information systems reveals its methodology MRL “Market Readiness Levels”. Evaluating open source projects is a permanent challenge that OW2 has chosen to meet by defining a unique composite indicator. The method is now applied to the projects from the OW2 code base.

This indicator facilitates the evaluation and adoption of open source projects from the point of view of corporate information systems managers, those who are not familiar with open source. For these new users, educated in the commercial practices of proprietary software vendors, open source remains a counter-intuitive model; its technical, legal and community specificities are a source of uncertainty that is not very favourable to positive decisions. Mainstream decision-makers must hear a language they understand. This is the role of the Market Readiness Levels (MRL) method developed by OW2 for evaluating open source projects. With MRL, decision-makers have a familiar indicator that positions open source projects according to the “business” decision criteria they are used to. Open source is moving towards them.

MRL is both a decision support tool for developers, architects and IT decision makers, and a self-assessment tool for project managers. MRL allows them to identify areas for improvement that will increase the potential for adoption of the project by the market. At a more general level, MRL aims to contribute to the professionalization and industrialization of the open source software sector. The method aims to make the projects more "consumable" by the market, and at the same time improves the level of user confidence. Details of the methodology, its three levels of analysis and the hundreds of criteria taken into account will be presented to Open Source Experience (OSXP) during a dedicated session. Five projects from the OW2 code base evaluated by the method will then speak (XWiki, LemonLDAP, BlueMind, Lutece, and OCS Inventory). This feedback and testimonials will illustrate the benefits of MRL for producers of open source technologies. MRL is obviously accessible in open source and freely applicable to other code bases.

During the OW2 annual conference, June 23-24, 2021, online, three projects are rewarded for their contributions to the OW2 code base and to the open source community ecosystem.

Paris, France, June 24, 2021 – OW2, the international community for open source infrastructure software, announces the winners of OW2con'21 Best Project Awards. The OW2con Best Project Awards recognize OW2 projects for their outstanding contribution to several categories including community, technology, and market performance. 

The winners of the OW2con'21 Best Project Awards are:

Technology: The 2021 OW2 Best Project Technology Award goes to Zenroom, a high tech product, developed by a global community, using widely accepted industrial and governmental quality standards. It's written in C and Lua with long-term maintainability in mind, and the developers can guarantee it will compile and work in 20 years time from now!

Community: The 2021 OW2 Best Project Community Award goes to the LDAP Tool Box project. It started as an effort from Clément Oudot to share knowledge and tools around LDAP directories. It has progressively helped more and more users and became quite popular. The best example is the Self-Service Password application, started in 2009 and now translated in 27 languages, and having more than 700 stars on github.

Market: The 2021 OW2 Best Project Market Award goes to XWiki, an open source platform distributed internationally that goes head to head with solutions proposed by large financially backed contenders. The software team has achieved this thanks to many satisfied clients and strong word-of-mouth for the product and services. This led to XWiki having an important adoption all around the world with more than 150 custom projects being used on all the continents. 
All winners will receive their awards in their office. For the second consecutive year, the pandemic situation did not allow us to organize a physical ceremony.

Les principales organisations européennes à but non lucratif de logiciels open source annoncent la création de l'alliance OSPO afin de promouvoir les meilleures pratiques en matière de gouvernance des logiciels libres.

PARIS, le 23 juin 2021 – Aujourd’hui, à l’occasion de la conférence OW2con’21, une coalition d’organisations européennes de premier plan dans l'open source dont OW2, Eclipse Foundation, OpenForum Europe et Foundation for Public Code, annonce la création de l'alliance OSPO. Les missions de cette alliance consistent à faire connaître l'open source en Europe et dans le monde et à promouvoir une gestion structurée et professionnelle des logiciels libres par les entreprises et les administrations.

L'Alliance OSPO a pour objectif d'aider les entreprises et les institutions publiques à découvrir et à comprendre l'open source, à commencer à en tirer profit dans le cadre de leurs activités et à se développer pour accueillir un bureau de programme open source (OSPO). Elle sera axée sur le rôle des OSPO en tant qu'aspect de la gouvernance organisationnelle essentiel dans les secteurs non technologiques, notamment l'éducation et l'administration publique.

L’Alliance OSPO annonce aussi la création du site OSPO.Zone hébergé à l’adresse https://ospo.zone. Fondé sur l'initiative OW2 de bonne gouvernance, le référentiel OSPO.Zone fournit un ensemble de ressources pour les entreprises, les institutions publiques et les organisations de recherche et universitaires. OSPO.Zone permettra à l'Alliance de se connecter avec d’autres OSPO à travers l'Europe et le monde ainsi qu'avec des organisations communautaires de soutien. Cela encouragera les meilleures pratiques et favorisera la contribution à un écosystème durable de logiciels libres.

Pour soutenir sa mission, l’Alliance OSPO s'associe à une variété de partenaires solides : 

“Pour encourager l'adoption générale des logiciels libres, nous avons mis en place l'initiative de bonne gouvernance chez OW2 depuis près de deux ans et elle a été bien accueillie en Europe. L’étape suivante consiste à l'intégrer à OSPO.Zone tandis que nous nous associons à d'autres organisations européennes de logiciels libres pour lancer l'Alliance OSPO,” déclare Cedric Thomas, fondateur et directeur d’OW2.

The OW2 Quick App initiative, promoting technologies that enables the rapid creation of lightweight applications
that are easy to use, reliable and efficient without installation, is launched today at OW2con’21.  

Paris, 23 June 2021 - Today OW2, the international community for open source infrastructure software, launched the OW2 Quick App initiative at its annual OW2con'21 conference. This initiative, open to all OW2 members and non-members alike, is a collective effort to promote, in an open source mode, the Quick App technology, a concrete implementation of the W3C (World Wide Web Consortium) MiniApp standard. This standard allows advanced services to be made available on mobiles without the need to install an application first.

The OW2 Quick App initiative will be announced online on Wednesday 23 June at 9.45am as part of the annual OW2con’21 conference by Xuemin Wang, Vice-President at Huawei European Research Institute, Christian Paterson, Senior Open Source Strategy Expert at Huawei and Martin Alvarez, Web Standards Manager at Huawei Technologies.

The OW2 Quick App initiative aims to develop dedicated tools and runtime software engines for MiniApp-compliant applications on all platforms, based on advanced UI components and predefined native APIs, e.g. push notifications, Bluetooth, or on-board camera activations.

This new OW2 initiative is led by Huawei, an active proponent of Quick Apps, a member of OW2 and the W3C MiniApp standard working group. Among the first participants in the OW2 Quick App initiative are:

• FRVR, a game development company that actively uses Quick Apps as a means of application distribution.
• Alliance Tech, an association that provides a co-creation framework for investors, entrepreneurs, private and public sector leaders, universities and R&D centres, developing use cases.
• RSI, a new foundation being launched in Switzerland to promote sustainability. RSI focuses on the use of Quick Apps to promote sustainability in areas such as fashion.
• Famobi, a pioneer in the HTML5 games industry using the latest cross-platform technologies to bring native application quality to the web. The company has been working with Quick Apps since 2019.
• Santillana,  an education expert in Latin America and Spain creating innovative platforms and digital content.
• CTIC, the research and innovation centre for smart territories, active ageing and well-being, and industrial digital transformation, is exploring new uses for Quick Apps.

A l’occasion d’OW2con’21, lancement de l’initiative Quick App de promotion d’une technologie permettant de créer
rapidement des applications légères, sans installation, simples à utiliser, fiables et efficaces.  

Paris, le 23 juin 2021 - OW2, la communauté internationale des logiciels d'infrastructure open source lance aujourd’hui, lors de sa conférence annuelle OW2con’21, l’initiative OW2 Quick App. Cette initiative ouverte à tous, aux membres d’OW2 comme aux non-membres, est un effort collectif pour promouvoir, sur un mode open source, la technologie des Quick App, une mise en œuvre concrète de la norme  MiniApp du W3C (World Wide Web Consortium). Cette norme permet de mettre à disposition des services avancés sur des mobiles sans avoir à installer d’application au préalable.

L’annonce de l’initiative OW2 Quick App aura lieu en ligne le Mercredi 23 juin à 9h45 dans le cadre de la conférence annuelle OW2con’21, par Xuemin Wang, Vice-President Huawei European Research Institute, Christian Paterson, Senior Open Source Strategy Expert de Huawei et Martin Alvarez, Web Standards Manager de Huawei Technologies.

L’initiative OW2 Quick App a pour objectif le développement d'outils dédiés et de moteurs logiciels d'exécution pour des applications conformes à la norme MiniApp sur toutes les plateformes, à partir de composants d'interface utilisateur avancés et d’API natives prédéfinies, par exemple pour pousser et afficher une notification vers l’utilisateur, établir une connexion Bluetooth ou prendre une photo à l’aide de l’appareil embarqué.

Cette nouvelle initiative OW2 est animée par Huawei, promoteur actif des Quick Apps, membre d’OW2 et du groupe de travail sur la norme MiniApp du W3C. Parmi les premiers participants de l’initiative OW2 Quick App, on trouve :

• FRVR, une société de développement de jeux qui utilise activement Quick Apps comme moyen de distribution d'applications.
• Alliance Tech, une association qui offre un cadre de co-création aux investisseurs, entrepreneurs, dirigeants des secteurs privé et public, universités et centres de R&D, en développant des cas d’usage.

Today at OW2con, a coalition of leading European open source non-profit organizations, including OW2, Eclipse Foundation, OpenForum Europe, and Foundation for Public Code, announced the OSPO Alliance with a mission to grow awareness for open source in Europe and globally and to promote the structured and professional management of open source by companies and administrations.

The OSPO Alliance aims to help companies and public institutions discover and understand open source, start benefiting from it across their activities and grow to host an Open Source Program Office (OSPO). It will be focused on the role of OSPOs as an aspect of organizational governance essential in non-technology sectors including education and public administration.

The OSPO Alliance is also announcing the establishment of the OSPO.Zone website hosted at https://ospo.zone. Based on the OW2 Good Governance Initiative, OSPO.Zone is a repository for a comprehensive set of resources for corporations, public institutions, and research and academic organizations. OSPO.Zone will enable the Alliance to connect with OSPOs across Europe and the world as well as with supportive community organizations. It will encourage best practices and foster contribution to the sustainability of the open source ecosystem.

To support its mission, OSPO Alliance is teaming up with a variety of strong partners:

“In an effort to encourage mainstream adoption of open source software, we have been building the Good Governance Initiative at OW2 for nearly two years and it has been well received across Europe.
